In 2002, the Ohio SPCA, then known as the Ohio Humane Education association (OHEA), began investigating reports regarding inhumane treatment of animals at county dog pounds. Our volunteer county coordinators gathered documentation and evidence. In an effort to work with the dog wardens and county commissioners, the Ohio SPCA offered help and submitted proposals for change. When we were ignored, we went to the media and in some cases, help from pro bono attorneys was required and legal action was taken. As a result, guns were silenced, the use of engine exhaust ended, and gas boxes and gas chambers dismantled. Some of these counties have made progress, while others still need pressure from a caring public.

does Ross county have an SPCA (other than the dog warden). The reason i ask, is last winter a small pomerian was chained up outside all winter (lucky it did not freeze) the only thing the dog warden could do is to check if the dog had shelter and food (which he did). My concern is the winter is coming and the dog is still chained up outside, and as small as this dog is it will freeze to death. i did go to the owners of this dog and offered to purchase it, the owner informed me that the dog chewed on his door and the f—-ing dog can stay outdoors. i believe only the SPCA could save this beautiful dog. can you help????
I believe there needs to be a thorough investigation at the Belmont County Animal Shelter in St.Clairsville, Ohio. It is overcrowded, unclean, and the supervisor is impossible. I understand that they want they animals to go to the best possible homes, but the requirements to adopt the animals are ridiculous! They have many dogs there that are not adoptable (they bite, they are old, too many health problems), yet they refuse to put them down. Other animals, they have no problem putting to sleep! I went out there today to look around. The place was filthy (to say the least) and there was fecal matter all over the place. When I tried to talk to the staff they were unfriendly (at best. As I said, I think there needs to be some investigating done there! I don’t believe the supervisor has the appropriate credentials for this job!
